Gary Voss

A chartered professional engineer, Gary has more than 25 years experience across all aspects of gas transmission infrastructure development, operation and management.  He is qualified in a range of roles in major pipeline organisations, including operations and engineering, commercial development, project development and executive management.  He has substantial experience in managing regulated pipeline assets, and in assessing the financial viability and prudency of both operational and capital investments, along with gas transportation agreements. 

Gary has proven capability in building effective organisations, managing change and uncertainty, and resolving challenges in project implementation.  He is skilled in communicating ideas and issues at the highest levels in an organisation, and to a broad cross section of stakeholders including government departments and regulatory authorities.

Qualifications and professional memberships

Gary is a chartered professional engineer, having graduated as a mechanical engineer from the University of Queensland.  He is a member of the Australian Institute of Company Directors, the Institution of Engineers Australia and the Australian Institute of Project Management.  Gary is also an associate fellow of the Australian Institute of Management.

David Flannagan

David is a dynamic and capable director known for providing strategic advice and leadership on a multitude of programs and projects.  With more than 35 years operating in all aspects of scoping, planning and implementing, David has a breadth of experience in major infrastructure development projects in the gas, water, road and telecommunications sectors.  He is skilled in every aspect of complex project management with particular focus on procurement, controls, assurance and communication. 

David demonstrates strong leadership on his projects through building capable teams and providing guidance and autonomy for them to complete the task.  He has the capacity to quickly determine status of a project, and to lead his team to act decisively to overcome challenges as they arise. 

Since early 2011, David has provided strategic advice and project management on the $6.9 billion reconstruction of Queensland’s transport networks following recent devastating floods - with the program right on schedule and within budget.

Qualifications and professional memberships

David is a member of the Australian Institute of Project Management and has a number of project management qualifications including a Master Project Director (June 2004), an Advanced Diploma of Project Management (September 2003) and a Diploma of Project Management (August 2003).

Gerard Coggan

Gerard has over 15 years experience as a Project Manager, Approvals and Environment Manager, Quality and Safety Manager.  Gerard's experience covers a wide range of projects in both infrastructure development and consulting, with a focus on the resources and oil and gas industries, and linear infrastructure such as pipelines and power lines.  He has particular experience in the establishment and implementation of strategies for achieving approval of complex projects from strategic approval processes, such as EISs, through to the subsequent detailed approval processes.  Further, Gerard has a detailed understanding of land management issues and the implementation of management plans to achieve outcomes in the protection and management of natural resources.  Gerard has extensive experience in dealing with external stakeholders - including Government and local communities - in the delivery of positive outcomes for clients.

Qualifications and professional memberships

Gerard is an active member of the Australian Institute of Project Management and also of the Environment Institute of Australia and New Zealand. 
The qualifications Gerard holds include a Bachelor of Civil and Environmental Engineering, a Masters in Engineering Management, and a Diploma of Project Management.
